     Textbook "Regional Policy of the European Union"

     In 2012, the Department of European Integration won Jean Monnet Chair  grant to implement the Training for trainers "European Regional Development Model". The main purpose of the training is to create a new e-textbook on EU regional policy.

     Great response and a genuine interest in the project stems from the fact that it was attended by Ph.Ds, Doctors of sciences, Heads of the relevant departments of many universities of Ukraine. The main results of the action have been highlighted in the national Channel Five news:

     Implementation of the Training for Trainers revealed a high interdisciplinary interest in the studied issues, because it was attended by the experts of regional economics, macroeconomics, international economics, law, and geography. An important advantage was the fact, that the audience of the one of the two training groups included seven Doctors of Sciences, who subsequently became the leaders of the micro-groups, created for the purpose of elaboration of the experimental version of the text-book “EU Regional Policy”. Unexpectedly, it appeared quite challenging for a large number of experts in regional economy, due to their long-term experience in delivering the course “Disposition of production capacities”.

Training for Trainers "Creating electronic text-book "EU regional policy"" (Summer Session, first group)

     The most difficult issue, when working in micro-groups, was the approach to the structuring of the future text-book, as this workshop actually presented a new model for the elaboration and writing of text-books.

     The increase of the level of competence in the two groups amounted to 1.8-2 times.

     In 2013-2014 four six-day trainings were held within the framework of Jean Monnet Chair "European Regional Development Model" (total duration – 200 academic hours) at SHEE "Kyiv National Economic University named after Vadym Hetman".

       The third group of 27 students visited winter school "Theoretic and Applied Background of the European Regional Policy" in the period from 9 to 14 December 2013; summer school “Creating e-textbook ‘European Union Regional Policy’” took place during June 30 – July 5, 2014.

     The fourth group of 25 students visited the winter theoretical session during December 16 – 21, 2013; summer school on the development of the e-textbook was held on July 7 –12, 2014.

      As a result of hard work of the interdisciplinary teams the third and the fourth versions of the e-textbook "EU Regional Policy" have been elaborated. They were internally cross-reviewed and optimized.

     It is widely known, that regional relations in Ukraine have recently been highly aggravated. Direct armed conflict, confrontation in the Donbas region, annexation of Crimea, massive ideological propaganda and other problems of our country’s modern life put to the fore the need for the formation of balanced regional policy, the realization of which requires European-level experts capable of thinking in a new way. A significant contribution to the achievement of this aim is made by the EU grant programme – Jean Monnet Chair “Training for trainers ‘European regional development model’” (528395-LLP-1-2012-1-UA-AJM-CH), the next stage of which was implemented at the training centre of Kyiv National Economic University named after Vadym Hetman during June 22-27, 2015.

     27 participants were selected. They were teachers from different universities of Ukraine, including 8 doctors, who ensured a high presentation level of the event.

     Each time such an event resembles a workshop held by Pro-rector for scientific and pedagogical work and international relations, Head of the European Integration Department, Doctor of Economic Sciences, Professor Viktor Chuzhykov (SHEE “Kyiv National Economic University named after Vadym Hetman”). Using innovative teaching methods has made this training avant-garde in nature and absolutely necessary for teachers, some of whom are involved in the development of important public documents on regional policy, while the others are eager to radically change the structure and methodology of teaching “regional studies”.

- Interdepartmental fundamental research topic «Strategies of National Development in the Paradigm of Global Economic Policy» (State registration Number№ 0111U007630).Objective: to develop methodological apparatus, methods and research tools of integration models, horizontal and sectoral EU policies.

- Interdepartmental fundamental research topic “Resources and Models of National Competitive Development under Conditions of Economic Globalization: Euro-integration Project of Ukraine” State registration Number№ 0115U002368). Professor Viktor Chuzhykov prepared the following four chapters of the report: "Forecast of the world economic development by 2020 with the identification of the strategic competitiveness of the EU", "Assessing the impact of political risks on the process of implementation of the EU common policies", "Regional-local stratification of the global economic map"; "Imbalances of the global economy". Also Professor prepared two other sub-chapters of the report: "Integration aspects of the global economy" and "Methodological guidelines for assessing the effectiveness of the integration blocks.

Follow-up events and initiatives:

-         On November 19, 2015 Professor V. Chuzhykov organized public discussion of the main results of the Jean Monnet Chair (Project № 528395-LLP-1-2012-1-UA-AJM-CH; Grant Agreement № 2012-2848 / 001 – 001) implementation at the Scientific and Expert Council of Kyiv National Economic University named after Vadym Hetman;

-         On December 10, 2015 Jean Monnet Chair Viktor Chuzhykov reported the main results of the project implementation at the Academic council of Kyiv National Economic University named after Vadym Hetman;

-         Thefollow-up event included 3-day workshop to finalize the collective variant of the textbook “European Union Regional Policy” on February 16-18, 2016 (Its program included selection of the best chapters from among the six e-books to be included into the final printed variant of the text-book, didactic sessions on harmonizing the style of the text, implementing active methods, cross-reviewing of the text, peer-review of the text, group presentations of the improved chapters of the final text-book);

-         The follow-up roundtable debate for the Jean Monnet Chair “European Thinking — Local Action”  was held on the premises of  Kyiv National EconomicUniversity named after Vadym Hetman on the19th of February, 2016 (Conference Hall of KNEU, Peremohy Avenue, 54/1). The aim of the round-table debate: summing up major scientific, methodological, didactic, and organizational achievements of the project during 2012-2016.The event was open for the civil society (NGOs, volunteering organizations, academia etc.)

The outcomes of the project, as well as the significance of the Jean Monnet Program were highlighted in the special issues of the “5th Channel” at Ukrainian television. Also it was highly appreciated by a number of NGOs (European Integration Promotion Foundation, volunteering organization “Poruch”) at the follow-up round-table debate.

FINAL ACTIVITY REPORT

An evaluation of the results of the project compared to the initial objectives   

   In the process of Jean Monnet Chair implementation the core objective of the project was achieved in the following context: to widen the experience and knowledge about the EU regional policy among the teachers and leading experts, responsible for practical realization of the state regional development model. Achievement of the project objectives was provided by means of careful selection of the audience of the training of trainers on the basis of the applicants’ letters of motivation. As a result, the range of the training participants included economists of different specialties, jurists, geographers, sociologists, experts in state administration, and engineering sciences. For the university students, however, the level of training sophistication appeared to be too high. Specific feature of the training was that among its participants there were 85 % academics with Ph.D. and/or D.S. levels (25 % of Doctors of Sciences). This provided for the high quality status of the project implementation.

    At the same time I faced some factors affecting the realization of the Jean Monnet Chair. They are noted below:

-         Military occupation of Crimea and outbreak of military operation in Donetsk and Lugansk regions hampered the participation of inhabitants of these regions in the later stages of our project. This was also the reason, why I did not manage to use the full potential of disseminating the outcomes of the project via mass media on the late stages of its implementation;

-         As it was expected, the most complicated group of project participants was represented by the Ukrainian experts of regional studies, who pursued the standards of teaching regional economic studies in the style of soviet 1980-ies. Their scientific views are based on the understanding of planned economy, and they had difficulties in comprehension of the regulatory role of the government, instead of the directive one.

-         The final stage of the text-book creation was coupled with frequent disputes among its co-authors concerning the structure and contents of the text-book. It was not possible to insist on any single approach, so, all conflicts had to be settled by way of common consensus.

The impact of the training was enhanced by the invitation of the ex-vice-minister of Ukraine in Utilities and Regional Development Dr. Romaniuk S.A., who shared his practical experience with the audience. Professor Mikula N.A. – the developer of the Euroregion concept for Ukraine – added more practical competencies to the training.

Active use of the innovative teaching methods and approaches allowed to substantially change the quality of teaching regional economics at national higher educational establishments.

Deliverables:

-         Each group of the training participants created one e-textbook “Regional policy of the European Union” (sixth variants altogether);

-         Results of analysis and selection of the contents of the six textbooks allowed to make a competitive selection of the best chapters to form the most competitive final variant of the text-book;

-         The peer review of the final text-book was performed by the renown experts in international economic relations and regional studies, didactics, as well as representatives of the students’ academic council, who assessed the accessibility of the contents of the text-book;
